Commend those who have achieved excellence in diverse fields such as product, technology, management, service or culture and made specific contributions towards the national economy by facilitating transformations in the industry structure based on innovative and entrepreneurial thinking and momentum, in turn setting an example to encourage others to strive towards innovative economic development in Taiwan. The ultimate aim is to establish a comprehensive national innovation system that generates competitive advantages in economic development.
Encourage individuals or groups from the industry, government, academia or research sectors to proactively pursue diverse innovation and value creation in product, technology, management, organization, marketing, service or culture, fostering overall national economic growth and reinforce international competitiveness.
In organizing the Presidential Innovation Award, the Presidential Innovation Award Committee was created, with Minister of Economic Affairs as the convener. The committee consists of 15-19 members; besides 8 ex officio members, including the Minister of Economic Affairs, Deputy Secretary¬-General to the President, Deputy Secretary-General, Executive Yuan, Vice President, Academia Sinica, Minister of Education, Minister of Culture, Minister of National Science and Technology Council and Minister of the National Development Council, rest of the 7-11 members are all esteemed figures from various industries appointed by the President. Deputy Minister of the Ministry of Economic Affairs is appointed as the Secretary.
Members of the Presidential Innovation Award Committee are appointed for term of 2 years, after which the term may be extended. All positions are without remuneration.
First section members: Besides ex officio members who are appointed based on their functions, remaining members will not be reappointed if their functions are changed.
Members of the Presidential Innovation Award Committee may not be nominated as a candidate, and those who resign may not be nominated as a candidate for the remainder of their original term.
If for whatever reason the Presidential Innovation Award Committee is short-staffed, additional members can be appointed as per regulated by the first section to fill the term of the member who has left.
When convening the Presidential Innovation Award Committee meeting, no proxies will be accepted except for ex officio members. The proxy will exercise meeting rights pertaining to the meeting agenda and is given full authorization to handle all extempore motions.

The award is divided into group award and individual award; in particular, individual awards are categorized into personal award and youth award (under the age of 40). Each person may select one award to participate in. Evaluation criteria consist of: technology R and D, cultural and creative value added, service innovation and talent cultivation.
Aforementioned awards are awarded biennially, with 2 recipients in the group award category, 2 in the personal award category and 1 in the youth award category, totaling 5 recipients.
A citizen of the Republic of China, Taiwanese government department (agency), unit or legally registered school, business, juridical association or foundation.
The recipients’ list produced by the final selection meeting is submitted to the President by MOEA, and the list will be announced in due course.
The prestigious award will be presented personally by the President; in addition to the monetary award of NT$2,000,000, award recipients will also receive a medal, trophy and certificate.
